No one is naturally an exporter
Some have been born in central Europe, peasant, farmer, far from the sea and surrounded by mountains, not having left their place in the European centre, and became an Exporter.
Some have been born by the sea, peasant, farmer or fisherman, sailor and conqueror, owner of empires around half of the world, gold and spices, which is all lost, including the markets, and they are not much Exporters.
We all know the origins of small dimensioned countries, Portugal and Switzerland, with very different historical paths, with identical natural resources, one with sun and the other with water, both with a primary sector which is still quite important and also subsidized, but with very different secondary or tertiary sectors.

This difference has historical reasons that will here not be judged but that led us to neglect the education and instructions that we lack today to have the know-how and expertise that make us, even as a small player, a nation able to have the ability to export in any sector, enhancing the product, making it distinctive and different and more immune to competition or price.
